It looked intentional. He could have avoided it completely, but he did not. You have a team that got smoked in the last SB, and now the players are making desperate acts on some plays in an effort to help the team win. So maybe he did not intend to hurt Campbell, but it was intentional and at the least it was careless and reckless. That raises the level of egregiousness beyond a simple fine in my opinion. That makes it something that he should be penalized heavily for doing.
