Widely reported as a done deal on Tuesday, Washington and former 49ers G.M. Scot McCloughan had not finalized an agreement. As a source with direct knowledge of the negotiations told PFT, there were multiple issues that still needed to be resolved. According to that same source, the issues are expected to be finalized on Wednesday…
